I wondered if that older map (also popped up at reddit) might be better, and at least it mostly doesn't simply show modern borders and did make the effort to show multiple smaller Italian states (although Tunisia. Libya and Egypt are in a highly suspicious modern shape)

Italy would sure have appreciated getting Nice and Savoy back. And Corsica, for that matter. But with also having territorial aspirations towards Austria-Hungary it is questionable if Italy would really risk antagonizing France that much.
Maybe the map maker refused to accept that the briefly independent Ukraine after WWI had ceased to exist.

Of course the really horrible part isn't in the above map, for the student did not make any errors, he (or she) merely followed the provided list:
