Esteemed Comrades,
As you know, lacking any urgent matter requiring our full Presidium to deliberate, I have taken the initiative to sponsor a Fact Finding Mission in our chinese comrades' People's Republic.
The situation is currently manageable, but there's risk of escalation. All evidence points to the recently-declared and euphemistically dubbed "(rebels') alliance to restore the republic" to have not simply proclamed, but materially succeed, in rallying at least a significant plurality of previously indipendent counterrevolutionary cells, factions and warlords. For now, their practical territorial control is minimal, but our Committee and indeeded the Zhongguonese Ministries agree to estimate a much more expansive infiltration of society. A much graver spread of counterrevolutionary thought.
As such, it is this mission and our chinese comrades suggestion, that a counterinsurgency aid package be assembled and proposed to Premier Wang.
While Zhongguo has been embroiled in its own modern Civil War longer than the territories of the former Tsarist Empire, and as such our comrades have become well versed and experienced in the ways to wage and win such a scenario. It is for this very reason that we have come to the conclusion, such a dispatch of not just requested material, but also advisors and even troops, would be mutually beneficial. For it offers an opportunity to learn much from eachother, like true equal comrades in arms.
While they have gained far more experience in the crucible of civil war than us, right now the Civil War is for all intents and purposes, over. Won. Now is the time to cool the ashes, smother the embers, ensure lasting peace and stability afterwards. This is a matter, Soviets have successfully solved through trial, error, sweat and blood. Pains we have a duty to ensure the Zhongguonese do not suffer.
As such, even before weapons and veterans, our main form of aid should come as precedents, analysis and advisors. All centered on the choices and bright minds that made the post-war pacification possible.
Next, anticipating the advice and conclusions of our own minds, the logistics to supply the metaphorical carrot and sticks will have to be worked out. On the carrot side, they will likely be foodstuff to quell starvation and subsequent unrest as the fighting ravages the countryside, industrial goods to raise standards of living and the peoples' support, medicine for ordinary or unrest-specific bouts of illness. As well as a flux of knowledge and training. The likes of bureaucrats, scientists, engineers, technicians, farmers, if Soviets traveling to China to direct projects there. If Chinese traveling to us, to train to the latest standards. As well as both, bringing in on-the-ground experience and knowledge.
On the stick side, a force of veterans of our own Civil War armed with the latest weaponry, including artillery, armour, riverboats and airforce; law enforcement militias; and of course, NKVD agents; should be assembled to aid in the more... unsavory aspects of counterinsurgency. They shall be placed under Chinese command, at least at a strategic level, and bring in firepower, doctrine and of course, a resistance to infiltration, uncommon in Zhongguonese own forces. Perfect to crack the most conventionally resistant of rebel strongholds, or securing critical assets or cities from counterrevolutionary infiltration or sabotage.
This will be a great opportunity with extensive ramifications in the long term, as well. It will allow to gain new experience in logistics and counterinsurgency, to test new weapons and counter insurgency doctrines, to better integrate our and Zhongguonese forces as the United Vanguard of Global Revolution. And finally, be an excuse to upgrade our infrastructure towards China, and integrate our economic, civil, political spheres. Ensuring lesser friction in the future.
As for the other item on our agenda, the question of the spread of the Red Cross worldwide but also in the USSR, I propose a compromise. We shall allow the Red Cross to operate in Soviet territory, but Impose they tone down religious undertones during Soviet operations. We shall suggest our comrades to do the same. We shall lobby the Internationale to create its own Medical Aid arm, one that will then approach the Red Cross for cooperation inside and outside our borders. This all will allow us to maintain our imagine as collaborating out of international solidarity. All the while, we will begin infiltration of the Red Cross structures, as well as a propaganda operation to attempt to gain sympathisers among their ranks. Ones that could well return home in their bourgeoisie states, and become part of our comrade movements there.
Finally, since I mentioned medicine, I suggest particular care be given to study and replicate Western practices or substances.
