Mexico and Canada bordering fractured USA

Just had a thought....how would Mexico and Canada develop if there was no overwhelmingly powerful USA on the North American continent? Might change the culture and politics quite a bit.

Assuming the the original colonies rebelled, but did not manage to make a fully successful union, maybe we a few fair-sized countries where the US is at the moment? An expanded, english-speaking New England, French-speaking Louisiana purchase, basically a multilingual group of nations.
 
With Mexico - it depends on whether they can hang onto California or not. If so, they get a huge injection of wealth from gold and could become a superpower as NomadicSky says. If not, then you have a very successful California (which likely extends further east than OTL).

Canada - well, in the same way the six colonies in Australia were federated into the Commonwealth of Australia in 1901 in OTL, it's likely that you'd end up with some sort of big British North America eventually - but I do think that the Canadian Confederation was in part a reaction to OTL's big expansiony USA, so I doubt it'd be quite the same as OTL. For example, it'd be called something else (the Commonwealth of North America, perhaps? "North America" for short?) and could include Newfoundland from the start. Ontario would keep the name "Canada" for itself, I guess. And of course, the southern border of "North America" would be very different to OTL's (they could end up snagging a whole huge area of the northern Louisiana Purchase area).

OTL Emperor Maximillian Set up a Government Department in Charge of Devoloping Mexico's Merchant Marine.
One of the First things Jarez's Government did when regaining Power is close this Department and sell the Mexican Merchant Fleet. [To The US Companies].
To the Present the Mexico Government has never again tried to develop It's Merchant Fleet.

In Fact Whe may not have a Independent Mexico till the 1900's. The only reason Mexico became independent in 1819, is General Iritribe changing sides and joining the Rebels.
This was due to Events happening in Europe.
A Fractured US [3~ 5 Nations in the To P Territory] gives us a very different French Revolutionary/Napoleonic Wars.
Butterfly the Spanish Court vs Cortes, and the Rebellion fails, Spain [Madrid] Neglects the Northern Territories even more than The Mexico City Government Did.
British Settlers move south from British Oregon, No Gold Rush till the 1900's and when it comes NCalifornia is mostly British, with the RCMP:cool: keeping order.
