Slim was probably a better general. However both were pretty good and especially at boosting moral in their troops. A more cautious attitude in Burma, with greater emphasis on troop training and supply might even mean quicker progress as early failures are avoided.
Slim was a very good commander and he would have considerable material advantages. Not sure how he would have managed in a mobile armoured battle you expect he would have had the skill to adapt.
